Can I only post in the state where my VIPN is located?

For example, I live in New Jersey so my home phone is a 201 area code.  If I fly to California and bring my mobile hotspot with me and post in California, my mobile IP will be California but my local number for my PVA will be 201.  Craigslist doesn’t penalize mobile IP.  Mobile IP’s blend in with cellphones and hotspots.
